Edna Hancock has wanted a stop sign for five years and as the mayor of Cicely Holling has
not delivered so Edna decides to challenge him in an election.
Ruth-Anne tells Joel that if he doesn't become election commissioner she will cut off his line of
credit at the store to the tune of $ 243.52. Joel reluctantly agrees and ends up bickering with Maggie
over politics.
Chris celebrates the virtues of the democratic process but unfortuantely can not participate
himself because he is a convicted felon.
Maurice fears that Edna's one stop sign is the beginning of the end of his utopian dream
for Cicely as bureaucrats, zoning boards and special interest groups will inevitably begin
to start taking over.
